From late 1950s - early 1960s. This lighter fits into the paper cigarette pack - outside the foil liner and inside the paper wrapping - and is right there to light your cigarette! The whole top of the pack is removed; the tube holding the flint and petrol takes the space of a single cigarette; the top slides open to allow removal of other cigarettes; see photos for details.

These lighters are marked as being produced in Murfreesboro, Tennessee by Park Industries - so this would put production likely in 1960 or so after Park Sherman was purchased by Ketcham & McDougal and moved from Springfield, IL.
