RESOLUTION N0.36

A RESOLUTION ENDORSING AND SUPPORTING THE PRINCIPLE OF MAINTAINING THE HIGHEST POSSIBLE WATER LEVEL FOR TOLEDO BEND RESERVOIR,

WHEREAS, the City of Hemphill recognizes the substantial contribution that Toledo Bend Reservoir makes to the economy of the State of Texas, the State of Louisiana, and in particular Sabine County and the City ofHemphill; and

WHEREAS, extremely low water levels on Toledo Bend Reservoir has a substantial detrimental impact to the economy of Sabine County and the City of Hemphill; and

WHEREAS, extremely low water levels on Toledo Bend Reservoir creates substantial hardships and dangers for recreational users of the Reservoir and to lake front inhabitants and property owners; and

WHEREAS, operations of Toledo Bend Reservoir are controlled by the Toledo Bend Joint Operating Board of the Sabine River Authority of Texas and the Sabine River Authority, State of Louisiana; and

WHEREAS, the Toledo Bend Bi-State Alliance, an organization comprised of concerned citizens, businesses, Chambers of Commerce and other concerned parties, has proposed establishing a 168 ft. mean sea level as a minimum level for routine power generation on Toledo Bend, now therefore,

BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF HEMPHILL, TEXAS;

SECTION I. That the City Council endorses and supports the efforts of the Bi-State Alliance to maintain water levels at the highest possible level on Toledo Bend Reservoir; and

SECTION II. That the City Council encourages the Toledo Bend Joint Operating Board to thoroughly evaluate all operating scenarios and to the maximum extent possible maintain the highest lake levels practical when taking into consideration such factors as hydroelectric power production, water conservation, dam integrity, contractual obligations, flooding, recreation, erosion and economic impact on the areas surrounding the reservoir.

PASSED AND APPROVED THIS 15th DAY OF SEPTEMBER, 1998.
