WHEREAS, the City of Hemphill recognizes the substantial contribution that Toledo Bend Reservoir makes to the economy of the State of Texas, the State of Louisiana, and in particular Sabine County and the City ofHemphill; and WHEREAS, extremely low water levels on Toledo Bend Reservoir has a substantial detrimental impact to the economy of Sabine County and the City of Hemphill; and WHEREAS, extremely low water levels on Toledo Bend Reservoir creates substantial hardships and dangers for recreational users of the Reservoir and to lake front inhabitants and property owners; and WHEREAS, operations of Toledo Bend Reservoir are controlled by the Toledo Bend Joint Operating Board of the Sabine River Authority of Texas and the Sabine River Authority, State of Louisiana; and WHEREAS, the Toledo Bend Bi-State Alliance, an organization comprised of concerned citizens, businesses, Chambers of Commerce and other concerned parties, has proposed establishing a 168 ft. mean sea level as a minimum level for routine power generation on Toledo Bend, now therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF HEMPHILL, TEXAS;
