RE: Toledo Bend Reservoir minimum mean sea level 168'

Attached is a copy of Sabine Perish Police Jury Resolution No. 4212 adopted May 20, 1998. This concerns support of the establishment of 168' minimum mean sea level for Toledo Bend Reservoir, with certain exceptions.

This resolution was adopted at the request of Mr. Larry Kelly representing South Toledo Bend Civic Association & Toledo Bend Bi-State Alliance. He requested that each recipient be provided with a copy of the resolution.

Resolution No. 4212

On Wednesday, May 20, 1998, the Police Jury of Sabine Perish, State of Louisiana, met in open and regular session. The following resolution was offered by Moore and seconded by Ezernack, Jr.:

WHEREAS, the water level of Toledo Bend Reservoir is directly tied to usage of the reservoir for recreation. The parish's income from sales taxes is directly related to the number of visitors who come to the reservoir for recreation. Low water level results in fewer visitors to the reservoir and a lower sales collection by merchants on behalf of the parish's taxing bodies. Low water level prevents or reduces the capability of reservoir residents to use the reservoir for recreation as well, and

WHEREAS, the establishment of 168' msl as the minimum level for routine power generation is essential to the interests of the parish as a whole as well as the citizens who reside along the lake.

NOW THEREFORE BE IT RESOLVED, that he Sabine Parish Police Jury supports the establishment of 168' mean sea level as the minimum water level for routine power generation on Toledo Bend Reservoir, and

BE IT FURTHER RESOLVED, the Sabine Parish Police Jury recognizes that the generation below 168' msl is necessary for any of the following exceptions:

To meet the requirement for down river flows.

For emergency generation of power to prevent a brown out.

If required by the Federal Energy Regulatory Commission to inspect the dam.

Therefore the foregoing resolution was duly adopted on the 20th day of May, 1998.
