Dear Secretary Boergers,

As the U.S. Representative for the 2nd Congressional District of Texas, I respectfully request that the Federal Energy Regulatory Commission (FERC) consider the Simulation 6, Brown & Root Operating Guidelines Re-Evaluation Study, dated July 1998, as the new Operating Guide Rule Curve for the Toledo Bend Reservoir, which partially falls within the 2nd Congressional District. It is my understanding that the proposed study has been previously submitted to your office.

I have enclosed for your review a copy of the resolution from the Toledo Bend Bi-State Alliance which is advocating a 168' mean sea level as the minimum water level for power generation at the Toledo Bend Reservoir.

I appreciate your consideration of this matter and if I can be of any assistance, please do not hesitate to let me know.
