Subject: Crappie Regulations - Toledo Bend Reservoir

Dear Chairman Babin:

The Toledo Bend Bi-State Alliance requests the Recreational Fishing Regulations of Louisiana as they relate to Crappie taken from Toledo Bend Reservoir be amended to coincide with those of Texas.

The Toledo Bend Bi-State Alliance consists of civic & citizen groups, marina and property owner associations, a bass club, three chambers of commerce etc. located in Louisiana and Texas. Our goal is the development of Toledo Bend Reservoir as a recreational resource of both states, and the economical development of the surrounding areas.

The present inconsistencies between the Crappie fishing regulations of Louisiana and Texas create many problems for lake residents of both states as well as visitors to the reservoir. Such problems include:

Enforcement: the wardens of each state enforce the regulations of their respective state. If a fisherman licensed in Louisiana accidentally strays into Texas waters and is checked by a Texas Game Enforcement Agent the fisherman could be in violation of Texas regulations and in compliance with Louisiana regulation.
Restocking: the natural replenishment of Crappie occurs more quickly when Crappie are 10 inches or larger when taken. This theory was proven in lakes in Tennessee.
