Board of Directors Meeting

December 11, 2006



The Board of Directors of the Toledo Bend Bi-State Alliance met on Monday, December 11, 2006 at 4:00 P.M. at the Antique Connection on the downtown Square in Hemphill, Texas.



Officers and members present were as follows: Maurice Patterson, Texas Co-Chairman; Steve McMahon, Louisiana Co-Chairman; Janna Lehman, Treasurer; Betty Griffin, Secretary; Glen Provost, Board Advisor; James Clemons, Board Member; John Crisp, Member; Joe Kelley, Board Member; Larry Kelly, Member; Jerry Lehman, Board Member; Bill McCarty, Board Member; Stan Verret, Board Member; and Charles Watson, Member.



Maurice Patterson called the meeting to order and shared with members information of a telephone call received on Saturday, December 9th from Senator Robert Nichols. The call from Senator Nichols was in response to information given to Senator Nichols prior to Deerfest in October and at another meeting in his office in Jacksonville on October 31st. Senator Nichols said he has met with Rep. Wayne Christian and talked with Gene Nethery, and feels he might have a solution to the lake problem. He went on to say, after talking with people around the lake and reviewing all the data given him by the TBBSA delegation, he realized there was a problem. Senator Nichols told Maurice the information given him by the TBBSA is materially correct, and he put all his findings together and sent the information to the SRA and the power companies. He also visited the SRA and the power companies and they felt they could work out a plan to stop generation when the lake drops to 168 msl. After explaining that Senator Nichols has discussed this with Rep. Wayne Christian, Rep. Mike Hamilton and some of the other legislators in adjoining counties and districts that would be affected by this plan, Maurice opened the floor to discussion about the proposed legislation that Senator Nichols and Rep. Wayne Christian might draft and introduce as a bill.



Discussion followed about the Louisiana law and the Consent Decree from the Louisiana lawsuit. Also discussed was the amount of power generated by hydroelectric generation from Toledo Bend being miniscule in relation to total power generation.



After discussion about future meetings still in the planning stage with Gene Nethery, Rep. Christian, TBBSA representatives and other stakeholders, board members suggested getting back with Senator Nichols first. Charles Watson, County Judge Elect, suggested we let Senator Nichols know we like what he is doing and we are here to back him in his endeavors and willing to help in any way we can. Joe Kelley moved we contact Senator Nichols and let him know we will wait for him to let us know when and how we can help. Janna seconded the motion, and the board approved it unanimously. When it is appropriate, it was suggested an article be published communicating all the efforts being made by our elected officials. Glen provost was thanked for all his advice and efforts that have helped us reach this point in attaining our goal.



Maurice Patterson thanked everyone for coming to the meeting.
