Toledo Bend Bi-State Alliance
Minutes July 24, 2006
The meeting was called to order by Janna Lehman, Interim Texas Co-Chairman.
Joe Griffin gave the opening prayer. Janna Lehman led the Pledge of Allegiance.
New visitors Richard Bolyard and Lloyd Salts of Beechwood I were welcomed. Betty Elliott requested a membership application.
No changes to the Agenda.
Minutes of the June 26, 2006 meeting were approved as written.
Janna Lehman, Treasurer, reported there are 15 organizational members and 55 associate members now paid in 2006. The current balance is $2,024.60. All bills have been paid. Balance for the Legal Fund is $3490.30, with 56 donations. An additional $2000 is available in the event of a lawsuit. Treasurer's Report was approved as given.
Old Business:
HATS AVAILABLE: The purchase order of additional hats that was approved last meeting has been received and hats are now available for sale at $15 each. The increase in price is due to shipping cost.
CO-CHAIR FOR TEXAS COMMITTEE REPORT: Susan Cowgill talked with Clyde Brewer as a possible candidate for the Texas Co-chairman. She said he is still very involved with local hospital issues, and when those issues settle down, he would consider the position, but at this time he is totally focused on the hospital issues. James Clemons and Gene Graham are the other members of this committee. No one else has contacted the committee with other suggested names.
SRA OF TEXAS HISTORY BOOK: Copies of 'The Gift of Las Sabinas' book are available for loan, and Janna is giving one to Betty Griffin. She will keep one at her shop available for Mr. Cooper. Janna will contact other interested members as they become available.
LETTER TO GOVERNOR PERRY: At the request of the membership, Janna has written a letter to Governor Perry recommending the name of Gene Nethery to be appointed to the Texas SRA Board. She signed the letter on behalf of TBBSA, since it was going to be delivered to the governor by a friend. At the last board meeting of the Texas SRA, Janna asked whose position was coming available, but they were not really sure. Harry Johnson stated individuals should also send letters of recommendation to the governor.
WATER WORKSHOP IN DALLAS: No one attended the meeting in Dallas. Janna noted she has now included on the TBBSA website, the link for the Texas Water Development Board Website where information on the meetings and workshops can be found.
STATUS OF LOUISIANA CORPORATE DUES: Larry Kelly reported the check for 2005 dues was never received, so TBBSA was placed on the inactive list. An application for 2006 can be sent and returned with dues payment to be active for 2006. Larry will have it sent to his address and he will get it to Janna. Janna will void the check for the 2005 dues, since it was never received or cashed.
LOUISIANA SRA BOARD: Larry Kelly reported the LA-SRA did send a letter to the power companies requesting they stop power generation if possible, or to reduce generation as much as possible when the lake drops to 168 msl. The board has not received a reply to that letter, and the power companies are still generating. In reply to a question about why the letter was written, Larry explained about the Joint Board Meeting at Toledo Bend Dam on June 29th.
New Business:
TEXAS SRA BOARD MEETING: Janna Lehman, Art Donaldson, and Lloyd Salts attended the last board meeting of the TX-SRA held in Center, TX. Janna said she was the only one who spoke, and she inquired about whether or not the board had contacted the power companies as they indicated they would do after the Joint Board Meeting. Mr. Clark finally said the power companies were called and generation was discussed. Janna said he indicated nothing was going to be done with regard to stopping power generation. She also asked if there could be some adjustment made on lease-back fees since the lake is so low many people did not have use of the water. Mr. Clark said he would call her later about her questions. Janna said he did call her and that no concessions will be made on the lease-back fees. More discussion followed regarding the low lake level. After questions about 'when' the TX-SRA meetings are held, Janna said she plans to break up the list of members into those with e-mail addresses, and those who need to be called, and perhaps get some help in calling. Larry continued to answer questions regarding the duties of the SRA Boards, and also about the contracts with the power companies.
APPROVAL OF NEW MEMBER: Tim Baker from Beaumont, Texas was approved for membership.
APPROVAL OF OUTSTANDING BILLS: None submitted.
