Minutes June 23, 2003

The meeting was called to order by Larry Kelly.

J. B. Meyers lead the group in the opening prayer.

Due to unusual circumstances, the proper key for the Library was unavailable and the TBBSA meeting was held at the entry to the Library. Larry Kelly asked if there were any new members or visitors in attendance, and there were none.

There were no changes to the Agenda.

Minutes of the May 19, 2003 meeting were approved and accepted as read.

There was no Treasurer’s Report available.

Old Business:
DETDA Report: No report. Charles English, DETDA representative, was not present.

East Texas Regional Water Planning Committee Report: No report. Bill Heugel, representative, was not present.

New Business:
Lake Level: Larry Kelly
SRA-TX: Larry stated he felt the TX- SRA Board of Directors meeting in Hemphill to discuss the Lake Level Issue was a huge success, and felt the Board members were impressed. Larry was elated at the turn-out, and thanked Linda and others for their efforts in getting the cards and posters out, making the calls, and Stan Verret for setting up the VFW, and all the others that contributed to getting the word out to the community. Larry has sent a letter of thanks to Don Covington, Chairman of the TX SRA Board of Directors, and copies ready to be sent to the other Board members. He has also asked that the Lake Level be added to the Agenda of the next meeting. Larry noted that when the SRA Boards of Directors were first set up, Texas had 9 members and Louisiana had 11, and now Texas still has 9 members and Louisiana has 13. Since Louisiana has voted to keep the Lake Level at 168 msl, perhaps this will help in our efforts with the TX SRA.
SRA-LA: The Governor has appointed Oscar Alford, a former Sabine Parish Police Juryman, to fill the position on the Board of Commissioners of the LA-SRA.
LEGISLATION: TX & LA- Larry reported the Louisiana Governor signed HB 1264 on the last day of Legislature, and it is now law. However, as of 5:12 p.m. today, the House and Senate had not approved the House Concurrent Resolution.

OTHER COMMENTS: Larry will be responding to the FERC in regard to the LA- SRA Motion to remove the Mayhall report form record. Larry noted that he had always referred to the DRAFT of the report and had obtained it properly. Larry feels he and the TBBSA have been libeled by the attorney of the LA-SRA.
In reply to a question about prior legislative issues with the LA-SRA, Larry said they are still being worked on by the D.A.
Regarding Texas Legislators, there still has been no answer from Representative Wayne Christian.

Approval of New Members: None

Approval of Payment of Outstanding Bills: Approved for payment the amount of $97.27 to Larry for ink cartridges and binders.
