Meeting Minutes
September 24, 2001

The meeting was called to order by Larry Kelly

Article 2 of the bylaws was read. This article states what the TBBSA is all about.

Introductions were conducted

Minutes of the last meeting were approved as presented on the Internet.

Treasurer's report was given. Present balance was $2435.15. There are 10 organizations and 7 Associate members paid. 14 organizations from last year have not paid at this point.

Charles English gave the DETDA report. A meeting on Texas Water Laws will be held in Austin on Oct 15 & 16. The meeting will be at the town Lake Hyatt Regency.

Bill Heugel reported on the Region I planning effort. The region supports Proposition 19, which will allow more funding to be provided by the TWDB for infrastructure projects. George Campbell of Chairman of the Region I committee will give a presentation at a Summit conference in Beaumont. The thrust of the presentation will be that water from East Texas will need to be moved to the west for those Regions, which are short. Specifically Houston. It is important that the East Texas Regions define their requirements to make sure the needs of East Texas are taken care of before any water is transported west.

Collaborative Effort
Larry Kelly reported that the next meeting would be October 2. He anticipates the group will move forward now that the confidentiality agreement has been signed.

Lake level
Larry reported that he and Joe Goodson had accompanied members of the FERC and SRA on an inspection of the dam and that it appeared there was not much damage to be repaired at the lower level. There appeared to be some damage around 163 ft msl. However most of the damage was above that level.

The FERC inspector said the repairs would all be done this year. The lake may be taken down to 162.2 to accomplish the repairs.

The status of the damage was to again be reviewed on Oct 2 or 3rd.

The releases from the dam are being controlled by the down river flood stages. The lake cannot be lowered any faster or flooding would occur downstream.

Deerfest
The TBBSA has been offered a booth at Deerfest this year. Discussions on whether to have a booth or to share one with Hillside Marina were conducted. It was decided that sharing a booth seemed to be the best solution. Bumper stickers and handouts will be prepared. Requests for staffing of the booth were made. Deerfest is Saturday Oct 27th.

It was moved, seconded and approved that a ceiling of $500 be established for the printing associated with the Deerfest.

Discussion was conducted on a proposed foundation called the Friends of Toledo Bend. It was concluded that there was not enough information on the foundation to enable the TBBSA to make any decision concerning its support.
