Toledo Bend BI State Alliance Meeting
May 28, 2001


The meeting was called to order by Larry Kelly.

Bill Lewis lead the group in prayer.

A quorum of the member organizations was not present.

The treasurer reported that the funds as $2536.66. Presently there are 10 paid member organizations and 6 associates.

There was no DEDA report. The need for an alternate to Charles English was discussed.

Bill Heugel reported that the Region I report had been completed and accepted by the TWDB. It will now be submitted to the legislature for merging into the final Texas report.

Lake Level Project
The confidentiality agreement continues to be the sticking point for progress. At this point there is no telling how long it may take to get agreement. The FERC dispute resolution group was at the last meeting and according to the attending members they worked efficiently. The dispute resolution group demonstrated that there are laws that could help prevent improper release of information. June 12 is the next meeting.

The Louisiana Legislature made a resolution to study the lake level issue with public meetings and to get the issue resolved.

Comments on the draft of the analysis of the power sales agreement documents have been submitted to the attorneys and the SRALA. The Attorneys said they would clean up the document and consider the inputs made by the TBBSA.

Jack Clark and Larry Kelly went to the meeting of the FERC and the stakeholders from below the dam. At the meeting Larry clarified the position of the TBBSA concerning the requested 168ft msl for stopping routine generation. Brown and Rout made a presentation of their 1998 engineering study. They have been asked to perform a sensitivity analysis of the impact of the spillway gate position and the flooding downstream. The representative from Orange County made the point that downstream of Deweyville there are three obstructions to the flow of the river, A sunken barge, a log jam and a railroad bridge. The COE has committed to a $100k study to consider opening the river. The FEMA representative there indicated that it might be possible to obtain FEMA money to improve the river flow. Some group would need to apply for the funds when there is an emergency in Texas.

It was reported at the meeting that there are 20 rain gauges around the lake plus an additional 17 stream flow gauges belonging to the SRA

A LA bill to establish a water and sewer commission has been withdrawn because of opposition by the residents. A resolution to study the problem has been established.
