BOARD OF COMMISSIONERS MASTER PLAN

VISIONThe Sabine River Authority of Louisiana will be the premier agency of the State to facilitate economic development and promote recreation, tourism, and retirement within the Sabine River Basin of Louisiana. |

MISSIONThe mission of the Sabine River Authority of Louisiana, consistent with Louisiana Revised Statutes 38:2321, et. seq., and with Article 48 of the Federal Power Commission License, Project 2305, is to provide for economic utilization and preservation of the waters of the Sabine River and its tributaries by promoting economic development, irrigation, navigation, improved water supply, drainage, public recreation, and hydroelectric power for the citizens of Louisiana. |

GOALS, OBJECTIVES AND STRATEGIESGOAL I: To improve the economic and social conditions within the Sabine River Basin OBJECTIVE I. (A): By the year 2008, increase the number of recreation visitors to Toledo Bend by 10%. STRATEGY I. (A). 1: Operate, maintain and improve the existing nine multi-service recreation areas on the Toledo Bend Reservoir. STRATEGY I. (A). 2: Establish partnerships with Tourism Commissions, Chambers of Commerce, and local governments to promote recreation opportunities on Toledo Bend. STRATEGY I. (B). 1: Establish partnerships with Tourism Commissions, Chambers of Commerce, and local governments to promote retirement/relocation benefits on Toledo Bend.
STRATEGY I. (C). 1: Establish partnerships with Tourism Commissions, Chambers of Commerce, and local governments to promote recreation opportunities on Toledo Bend. GOAL II: To develop the fishery of Toledo Bend Reservoir to its maximum potential. OBJECTIVE II. (A): By the year 2008, increase Directed Effort (number man-hours per acre) by 10% as monitored by Louisiana Dept. of Wildlife and Fisheries. STRATEGY II. (A). 1: Develop partnerships with appropriate agencies in Louisiana and Texas to study and develop a fishery management plan to increase Directed Effort. GOAL III: To strengthen SRA's working relationships with Sabine River Basin residents, communities, businesses, and leaders at all levels of government. OBJECTIVE III. (A): To establish and maintain a satisfactory or better public rating as indicated by bi-annual surveys. STRATEGY III. (A). 1: Provide effective communications within the organization and with the public. STRATEGY III. (A). 2: Publish bi-annual newsletters. OBJECTIVE IV. (A): Establish 168-feet m.s.l. as the minimum reservoir elevation for power generation. STRATEGY IV. (A) 1: Re-negotiate the Power Sales Agreement with SRA-Texas and the Power Companies. OBJECTIVE IV. (B): Re-license the Toledo Bend Project with the Federal Energy Regulatory Commission (FERC) by the year 2013. STRATEGY IV. (B). 1: Develop a Re-licensing Team with SRA-Texas and the Power Companies. OBJECTIVE IV. (C). 1: Mitigate claims that result from flooding downstream of the Toledo Bend Dam. STRATEGY IV. (C). 2: Establish policies and procedures for downstream development on the Sabine River STRATEGY IV. (C). 3: Support Legislation that protects SRA from litigation as the result of dam operations and/or failure. GOAL V: To strengthen SRA's financial ability to service debt obligations, support existing programs, and implement new programs. OBJECTIVE V. (A): By the year 2008, increase revenue by 10%. STRATEGY V. (A). 1: Operate recreation sites with an excess of revenue over direct operating expenses. STRATEGY V. (A). 2: Implement a Toledo Bend Boat permit program. . OBJECTIVE V. (B): Establish and maintain a minimum reserve fund at $ 3.5 million. STRATEGY V. (B). 1: Annually budget $100,000 to be placed in a reserve fund.
OBJECTIVE VI. (A): To meet or exceed all environmental and public health standards for wastewater effluent within the Commission's jurisdiction. STRATEGY VI. (A). 1: Develop a partnership with the State's regulatory agencies to monitor water quality. STRATEGY VI. (A). 2: Develop a partnership with the State's regulatory agencies to enforce the State's Sanitary Codes. OBJECTIVE VI. (B): Increase the volume of water sold. STRATEGY VI. (B) .1: Identify and develop markets to utilize the surface waters of the Sabine River Basin, its tributaries and reservoirs, for municipal, industrial, and agricultural purposes in lieu of ground water |
